How Much Does a Meta Ads Agency Cost in Dubai? A Plain English 2026 Guide

If you've asked three Dubai agencies for a quote, you probably got three very different numbers. One said AED 3,000. Another said AED 12,000. A third said "15% of ad spend" and never explained what that meant.

This guide breaks down what Meta (Facebook and Instagram) ads management actually costs in the UAE in 2026, what you should get at each price, and how to avoid paying for work that never happens.

First, separate the two costs

Every Meta ads budget has two parts:

  1. Ad spend: the money you pay Meta to show your ads. This should be charged to your own card, in your own ad account.
  2. Management fee: what you pay the agency or freelancer to plan, run and improve those ads.

If an agency mixes these together on one invoice, ask why. You should always be able to see exactly how much went to Meta and how much went to the agency.

Flat fee or percentage of ad spend?

Flat fee: you pay the same amount every month. Easy to budget. The risk is that the agency has no reason to grow your account, because they earn the same either way.

Percentage of spend: the fee grows as you spend more. This rewards growth, but it can also reward spending more than you need.

What works best for most small businesses: a clear flat fee for a defined spend range, with the fee reviewed when your spend moves into the next range. You always know the cost, and nobody profits from wasting your budget.

What you should get for your money

Price alone tells you very little. Ask every agency to put these in writing:

  • Who runs your account day to day, by name, and how many other accounts they manage.
  • How many new ad creatives you'll get each month. Small Gulf audiences get tired of the same ad quickly, so fresh creative matters more here than in bigger markets.
  • How tracking is set up. If they only use the basic Meta pixel, your reports are probably missing sales. Ask about the Conversions API.
  • What the weekly or monthly report shows. It should show spend, leads or sales, cost per lead and return on ad spend. Not just reach and clicks.
  • Contract length and notice period.
  • Who owns the ad account, pixel and data. The answer should always be you.

Red flags

  • A guaranteed return like "4x ROAS guaranteed" with no conditions.
  • The ad account is created in the agency's name, not yours.
  • No number of creatives written into the contract.
  • Reports full of impressions and engagement, but no leads or sales.
  • A senior person pitches, then you never hear from them again.
  • A 12 month lock in from day one.

So what should you budget?

For most UAE small businesses spending AED 5,000 to 30,000 a month on ads, a fair management fee sits between AED 3,000 and 6,000 a month, as long as it includes proper tracking, a fixed number of fresh creatives and clear weekly reporting. Below that, you're usually buying a part time freelancer. Above it, make sure you're getting a real team, not just a bigger invoice.
